Intro: At first glance, $40 million a year from Big Tobacco might seem like quite a windfall for the commonwealth.
But the two groups that stand to benefit from the money -- public health groups and tobacco growers -- have plenty of ideas on how to spend Kentucky's proceeds from the national tobacco settlement. And the total cost of those ideas probably adds up to more than what's available.
